Add User without Sending update e-mai

is there a way I can add users without sending an update e-mail to the user.

I have now added an 'inform' check box which is checked by default on each people record. When unchecked, ServiceBuilder will not send an email to the user whose record is being edited.

Please note that emails are never sent when a record is altered for an inactive user.
